The Municipal Clerk/Treasurer shall have the power and authority to prescribe rules and regulations for the protection of the municipal auditorium and the safety of those using the auditorium facilities. It may provide suitable penalties for the violation of such rules and regulations subject to the supervision and review of the City Council. All damage suffered by the auditorium during any rental shall be assessed against the person or organization responsible for the rental thereof or shall be deducted from the damage deposit which the Municipal Clerk/Treasurer may in his or her discretion have required prior to the rental. The Municipal Clerk/Treasurer may require during any rental deputized persons to insure that the rules and regulations and the municipal code are not violated. The wages of such persons shall be set by the Municipal Clerk/Treasurer and shall be paid prior to the beginning of the rental period. All rental fees, rules, and regulations shall be on file for public inspection at the office of the Municipal Clerk/Treasurer at any reasonable time.
