§ 90.23 RULES AND REGULATIONS.
   The Park Board shall have the power and authority to prescribe bylaws, rules and regulations for the protection of those using the swimming pool and for the efficient management thereof. He or she may provide suitable penalties for the violation of such rules and regulations subject to the review and supervision of the City Council.
