§ 53.36  RATES AND CHARGES.
   (A)   For the purpose of paying the costs of maintenance, operation and retiring the debt of the sanitary sewer system, including the wastewater treatment plant of the city, there shall be established, fixed, and imposed upon the users of the system rates and charges for sewer service in the city.
   (B)   (1)   Rates.
         (a)   The rates for the following classes including residential, single family and multi-family contributors shall be as follows:
            0 to 1,000 gallons   $23.00
            Amounts in excess of 1,000 gallons   $1.00 per 1,000 gallons
         (b)   The rates for regular business contributors, which shall include all businesses except those listed under the classes of institutional, commercial and industrial shall be as follows:
            0 to 1,000 gallons   $36.00
            Amounts in excess of 1,000 gallons   $2.00 per 1,000 gallons
         (c)   The rates for institutional contributors, which shall include the following classes: Good Samaritan Center, Grand Manor, Seneca Sunrise and Ravenna Public School, shall be as follows:
            Base rate for each month   $230.00
            Amounts in excess of the base rate   $1.00 per 1,000 gallons over the base rate
         (d)   The rates for commercial and industrial contributors, which shall include the following classes: Leprino Foods Co. and Henningsen Foods, Inc., shall be as follows:
            Base rate for each month   $1,104.00
            Amounts in excess of the base rate   $1.00 per 1,000 gallons over the base rate
      (2)   In no case shall the minimum charge for sewer service based upon the above schedule of rates on a monthly basis as above stated be less than the amounts stated for each class. No discounts will be allowed.
      (3)   Rates are based upon winter quarter water usage as defined in § 53.35, except for commercial and industrial contributors which, because they are metered, shall be based on water usage of the previous month.
      (4)   A basic minimum move-in rate of 3,000 gallons shall be paid by consumers who have moved in to any of the above user classes until winter quarter water usage can be established, or people whose status is inactive during winter months.
   (C)   The charge shall be levied to each property served by the sanitary sewer system, regardless of location, and shall be included with the statement for water service.
   (D)   Any user which discharges any substance, which singly or by interaction with other substances, causes identifiable increases in the cost of operation, maintenance, or replacement of the treatment works, shall pay for such increased costs. The charge to each such user will be as determined by the responsible plant operation personnel and approved by the City Council.
