Any person whose premise is located outside the corporate limits of the municipality and who desires to install a house or building sewer that will be connected with the municipal sewer system, shall file a written application with the Municipal Clerk/Treasurer for a permit for such connection and setting forth the name of the owner, occupant, or lessee of the premise the use to which the premise is devoted, and such other information as the City Council may require.
