(A) It shall be unlawful for any plumber or pipe fitter to do any work upon any of the pipes or appurtenances of the system of waterworks, or to make any connection with or extension of the supply pipes of any consumer taking water from the system until such plumber or pipe fitter shall have first procured a license or permit from the municipality. All plumbing shall be done in the manner required by the Water Commissioner.
(B) The licensed plumber shall be, at all times, subject to the inspection and approval of the Water Commissioner and it shall be further unlawful to cover or conceal willfully any defective or unsatisfactory plumbing work.
