No person shall accept from any other person any of such other person's disposable solid waste to be commingled with and disposed of as a part of the accepting person's solid waste. All solid waste which is to be picked up by the municipality or its contractor for each residence and for each commercial, institutional, apartment, multiple family, hotel, motel, or governmental building shall be only the solid waste which is generated at that site and shall not include any items left for disposal by any other person.
