(A) Each residential customer who is served by the municipal solid waste collection system shall pay a basic monthly rate of $10.
(B) Each multiple residence, apartment, hotel, motel, commercial, institutional or governmental customer shall pay such basic monthly rate for service by the municipal solid waste collection system as may be negotiated with the contractor providing the solid waste collection service. No such fees or rates as negotiated with the contractor shall be effective or collectible unless within a schedule of rates approved by the City Council.
(C) Any additional service which is required by any customer shall be negotiated between the customer and the contractor and shall be at the customer's own expense. Customers shall provide access to their property so that the contractor can use its equipment to collect solid waste.
