(A) The municipality shall provide for the collection and disposal of nonhazardous municipal solid waste from residential, commercial, institutional, and governmental premises within the municipal solid waste jurisdiction area. Such wastes shall be collected on a regularly scheduled basis and shall be disposed of only in a licensed landfill facility approved by the City Council which meets all state and federal criteria. The City Council of the municipality shall approve and is authorized to contract with any such licensed landfill facility for these purposes.

(B) Container size shall be as follows: Residential, maximum capacity: 95 gallons.
(C) Solid waste placed in plastic bags, but not in an additional container, shall not be collected.
(D) Solid waste shall be collected in residential areas once per week.
