1466.05 REQUIRED PRECAUTIONS.
   (a)   When buildings are going to be wrecked adjacent to public sidewalks or alleys within the fire limits, as described in Section 1438.01, a fence at least eight feet high must be erected around the site to protect the public from falling materials, cave-ins and other hazards, and adequate precautions shall be taken to protect buildings, public walks and streets adjacent thereto from damage.
   When buildings are going to be wrecked outside the fire limits, an open fence or barricade clearly defining the site shall be erected and maintained and adequate precautions shall be taken to protect the public from falling materials, excavations and other hazards and to protect buildings, public walks and streets adjacent thereto from damage. At night the fences and barricades so erected shall be marked with flares or windproof lights.

   (b)   While a building or other structure is being moved and is occupying the street, it shall be the duty of the owner and mover to have the building properly guarded and lighted so as to effectively protect all persons using the streets.
