No person shall carry on the business of plumbing in the City until he or she has shown a valid state certificate of competency and been granted a license by the Board of Plumbing Examiners. However, those persons holding licenses heretofore issued under authority of the Board of Health of the City may continue to do business under that license, subject only to the provisions of Section 1418.03 requiring annual renewal.
