1062.14 COMMERCIAL, INDUSTRIAL, GOVERNMENTAL, INSTITUTIONAL (CIGI) RECYCLING PROGRAM FOR THE CITY.
   Each commercial, industrial, governmental or institutional premises within the City (CIGI unit) shall be required to separate recyclable materials from solid waste, unless it is granted a variance from the City. Each CIGI unit shall have the following options:
   (a)   Drop-off Program. The CIGI unit shall plan a recycling program with the guidance of the Environmental Services Coordinator to collect, store and deliver recyclable materials to a designated drop-off site during designated hours. The CIGI unit must also receive a volume receipt at the time of delivery and forward the receipt to the Environmental Services Coordinator.
   (b)   Private Hauler Program. The CIGI unit shall plan a recycling program with the guidance of a private waste hauler licensed with the City of Ravenna Health Department. This hauler shall meet the City of Ravenna's separation requirements and reporting requirements for recycling programs, including volume, destination and end- user date. Should reporting requirements not be met by a CIGI unit operating under the private hauler program, the noncomplying CIGI unit shall immediately be placed with the City program.
   (c)   City Program. The CIGI unit operating under the City program shall agree to pay directly to the hauler collecting its recyclables a monthly fee per collection stop. The hauler shall directly bill each CIGI unit, or group of CIGI units, serviced by said hauler. The billing shall include a City of Ravenna administration charge to be determined after the submission of proposals by the City. This fee shall be added to the hauler's charge and reimbursed to the City by the hauler on a monthly basis.
   (d)   Direct Recycling Program. Recyclable material collected under this program shall be recycled and used as raw material in the manufacture of another product of similar nature. In order to insure the proper recycling of materials under this program, the participating haulers shall:
      (1)   Provide to the City, from the recycling processor, documentation showing a ninety percent recovery rate for the City of Ravenna materials collected.
      (2)   Submit a list of the purchasers of the recyclables for end-use to the City on a periodic basis. The frequency of submission of this list shall be determined by the City Environmental Services Coordinator.
   Each CIGI unit may choose any of the above outlined options, or a combination of these options, and may join with other CIGI units to minimize costs. The combination of CIGI units and options shall first be approved by the Environmental Services Coordinator. A City of Ravenna Assistance Program will be available to all CIGI units regardless of the option chosen.
   Each CIGI unit shall have thirty days after notification by the City of the costs of collection under the City program to choose an option. CIGI units selecting a program shall be required to continue with the program selected until December 31, 1994, unless they are granted a variance by the City. Thereafter, CIGI units shall select a program for one calendar year ending December 31, unless they are granted a variance by the City.
