The Director of Public Service, or his or her authorized representative, shall have full and complete authority to make such rules and regulations, not inconsistent with this chapter, pertaining to the collection and disposal of solid waste and the collection for recycling of recyclable material, as well as the administration thereof, as may be deemed advisable.
