(a) Upon the placement of recyclable material at a designated location for collection by the recycling contractor, such recyclable material shall become the property of the City.
(b) No person, other than the authorized recycling collection contractor, authorized personnel of the Department of Public Service or the resident, shall collect, pick up or cause to be collected or picked up such recyclable materials. Each such collection in violation hereof from one or more residences shall constitute a separate and distinct offense.
