(a) No person, firm or corporation shall dump any solid waste on any public or private property or place that is not licensed pursuant to or designated as an authorized dumping site by the Director of Public Service.
(b) The Health Commissioner is hereby authorized to send written notice to violators to remove debris illegally dumped. If the violator fails to comply with this order within five days, the City may remove the debris. In addition to the penalty provided in Section 1060.99, a violator shall be liable for a civil penalty equal to three times the cost of removal of the debris.
