1060.09   DUTY TO PROVIDE CONTAINERS.
   (a)   Sufficient solid waste containers, as defined in Section 1060.10, shall be in conformity with applicable State statutes and local regulations or rules adopted by the Director of Public Service. They shall be provided, kept in a clear, neat and sanitary condition at all times and be located as follows:
      (1)   Single or Two-Family Dwellings. Where there are not more than two dwelling units on a single premises, where wastes accumulate, each unit occupant shall provide and properly maintain solid waste containers sufficient to house the solid waste for his or her respective unit.
      (2)   Multiple Dwellings. Where there are more than two dwelling units on a single premises, where wastes accumulate, the owner of the premises, the lessor or the managing agent shall provide and properly maintain solid waste containers of sufficient capacity to contain the solid waste materials of each dwelling unit.
      (3)   Condominiums. Condominium owners must provide and maintain their own solid waste storage containers of a size and type approved by the Director of Public Service.
   (b)   No solid waste shall be allowed to remain exposed in any building or on any premises for a longer time than shall be reasonably necessary to remove and deposit the same in proper waste containers.
   (c)   No person shall store any solid waste in any street, alley or other public place, or upon any private property, whether owned by such person or not, within the City, except in proper containers for storage.
