(a) It is the duty of each owner, tenant or occupant of premises where solid waste is created or allowed to exist to procure and keep available for the use of such premises an airtight solid waste container or containers to hold all the solid waste created or accumulated thereon for a period of one week between solid waste collections. Such container or containers shall be made of plastic, nonrusting metal or other unleakable, nonabsorbent material, shall be watertight, shall have a close-fitting lid or cover, which shall not be removed except when necessary in the use of such container, and shall be provided with a bail or two handles on opposite sides of the container. Such containers shall not exceed seventy pounds in weight when filled. Solid waste may be placed for collection at curbside in plastic bags, provided that such bags have a thickness of at least 1.5 mil and are securely tied.
(b) No person shall remove any garbage from any premises except a licensed solid waste collector of the City, except, however, that small dead animals may be immediately buried at a depth of not less than three feet on the premises.
(c) All solid waste containers (including refuse, trash, garbage containers, yard waste containers and recyclable bins) shall be kept behind the front of all residential units on the premises as far from the streets and public ways as possible and at as great a distance from neighboring premises. Corner lots are permitted to use fencing to screen their receptacles upon approval from the Building Department. Additional receptacle locations may be determined by the Service Director.
(d) Each solid waste container shall be so constructed as to prevent its contents from being scattered by the wind and from being easily susceptible to catching fire or dropping its contents when moved.
