1048.01 PLACING AND MAINTAINING WIRES, POLES AND FIXTURES.
   Any person who places, strings, conducts or maintains a line, wire, pole, fixture or appliance of any kind to conduct electricity, for heating, lighting or power purposes, through the streets, alleys or other public ways in the City, shall:
   (a)   Comply with and conform to the rules and regulations of the Public Utilities Commission of Ohio, the statutes of the State and the ordinances of the City, particularly Section 1024.13 pertaining to the trimming of trees.
   (b)   Comply with and conform to the safety rules for the installation and maintenance of electric supply and communication lines contained in the National Bureau of Standards Handbook 81, issued November 1, 1961, and subsequent amendments and revisions thereof.
   (c)   Whenever it becomes necessary to make excavations in connection with the construction, operation and maintenance of an electric system in, among, over, under, across and upon the streets, alleys and other public ways in the City, perform such work in such a manner as to impede travel on such streets as little as possible and leave all streets, alleys and other public ways, including sidewalks, in as good condition as they were at the time such excavation and work was started.
   (d)   Place and install all poles, wires and structures used in the construction and maintenance of an electric system so as not to unreasonably interfere with access and other rights of abutting property owners.
   (e)   File with the Director of Public Service a written notice of intention to construct new transmission lines or to rebuild or relocate existing transmission lines within the streets, alleys and other public ways of the City. Such notice shall be accompanied by a drawing, a sketch or a brief written explanation of the proposed work.
