(a) Any major or minor industry, as defined by the EPA, shall be subject to the following industrial pretreatment charges for services performed: a sample collection charge; a sample test review, report review or industry inspection charge; and a monitoring and supervision event charge. The sample collection charge covers the cost of City personnel to collect a sample. The sample test review, report review or industry inspection charge covers the cost of City personnel and the City industrial pretreatment consultant to review a sample test, review a report or make an industry inspection. The monitoring and supervision event charge is a general charge which covers the cost of administration of the industrial pretreatment program, including the cost of the City industrial pretreatment consultant for time spent on overall direction of the program, review and rewriting of NPDES permits and correspondence with the OEPA and City personnel. The monitoring and supervision event charge is charged for each monitoring and supervision event performed. A monitoring and supervision event is defined as any one of the following services: sample collection, sample test review, report review or industry inspection.

(b) Industrial pretreatment charges shall be as established from time to time by Council. Such charges shall not include laboratory analysis. All laboratory analysis expenses will be charged separately.
