On or before January 1, 2009, and each year thereafter, the Utility Director shall submit to the Director of Public Service a recommendation of user charges based upon the computation contained in Section 1046.08. If approved, the Director shall submit it to the next regular meeting of Council thereafter, for ratification and incorporation into the City ordinances.
Or
As an alternative, an annual adjustment (C.O.L.A.) that is equal to the Consumer Price Index (CPI-U) change for the previous twelve (12) months (December to December) may be recommended and submitted for ratification and incorporation into the City ordinances.
The Utility Director will review the system of computing charges and the adequacy of charges as follows:
(a) The system of charges shall be reviewed annually and revised periodically to reflect actual treatment works operation and maintenance costs.
(b) The system of charges shall generate sufficient revenue to offset the costs of operation and maintenance of all treatment works and facilities provided by the Sewer Department and such other expenditures that may be authorized.
(c) The system of charges shall result in the distribution of costs of operation and maintenance of the treatment works and facilities, including debt service, within the Sewer Department’s jurisdiction, to each user class in proportion to such user’s contribution to the total wastewater loading of the treatment works. Factors such as strength, volume and delivery flow rate characteristics shall be considered and included as the basis for the user’s contribution to ensure a proportional distribution of operation and maintenance (including replacement) costs to each user’s class.
