Because it is necessary to recover from all users of the sewerage system the cost of operation and maintenance, including replacement and debt service, and because the recovery of such costs must be in compliance with the United States Environmental Protection Agency rules and regulations, published in the Federal Register, August 21, 1973 (38 FR 22523), every person, firm or corporation whose premises are served by a sewer connection which discharges sanitary sewage, industrial wastes, water or other liquids, either directly or indirectly, into sewer facilities under the jurisdiction of the Municipality, will be charged for the use of such facilities and for the treatment of such sewage and wastes. The user charge shall be applied to each and every premises discharging into the sewerage system.
