Council hereby authorizes that the specifications for competitive bidding for public improvements contain an alternative method for bidding which allows a general or prime contractor to submit a bid containing subcontractors' bids for each separate and distinct trade or kind of mechanical labor, employment or business involved in the improvement. The purpose of this section is to provide an alternative method of contracting for public improvements, as set forth in Ohio R.C. 153.50 et seq., by not requiring a mandatory contract with each separate and distinct trade or kind of mechanical labor, employment or business.
