As used in this chapter:
(a) “Body” means Council, each decision-making body of the City for which Council has the authority to establish rules fo procedure, and each decision- making body of the City which as authority to establish its own rules of procedure and which, by resolution, either adopts this chapter in full or incorporates it by reference, including, in each case, committees composed of members of the body or another decision-making entity of such body.
(b) “City” means the City of Ravenna, Ohio.
(c) “Clerk” means, in the case of the City, the Clerk of Council and, in the case of each other body, the clerk, secretary or other officer of that body having custody of the records of such body.
(d) "Meeting" means any prearranged discussion of the public business of the Municipal body by a majority of the members of the Municipal body.
(e) "Oral notification" means notification given orally either in person or by telephone directly to the person for whom such notification is intended or by leaving an oral message with such per-son at the address, or, if by telephone, at the telephone number or numbers, of such person as shown on the records kept by the Clerk under this chapter.
(f) "Post" means to post on the bulletin board located on the first floor of the City Hall, which area is accessible to the public during the usual business hours of the City Hall.
(g) "Special meeting" means a meeting which is neither a regular meeting nor an adjournment of a regular or special meeting to another time or day to consider items specifically stated on the original agenda of such regular or special meeting.
(h) "Written notification" means notification in writing mailed, telegraphed or delivered to the address of the person for whom such notification is intended, as shown on the records kept by the Clerk under this chapter, or in any way delivered to such person. If mailed, such notification shall be mailed by postage prepaid, first class mail, deposited in a United States postal service mailbox no later than the second day preceding the day of the meeting to which such notification refers, provided that at least one regular mail delivery day for both commercial establishments and resi-dences falls between the day of mailing and the day of such meeting.
