The datum line of the City shall be the bench mark on the front steps of the County Court House, with an elevation of 1,139 38/100 feet above mean tide, as fixed by the U.S. Geological Survey. In making all surveys and fixing all grades the bench mark shall be taken and regarded as the basis, using the elevation above given.
