(A) Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CAMPING TRAILER. A camping body which exceeds neither 8 feet in width nor 40 feet in length, mounted on a chassis or frame with wheels, designed to be drawn by another vehicle, and which has collapsible partial side walls which fold for towing and unfold at the campsite.
MANUFACTURED HOUSING. A manufactured home or modular home that is a single family dwelling with a heated area of at least 36 by 24 feet and at least 864 square feet, constructed in a factory to the standards of the United States Department of Housing and Urban Development, the National Manufactured Housing Construction and Safety Standards Act of 1974 (42 U.S.C. §§ 5401 et seq.) and the Housing and Urban Development Zone Code II or the Uniform Building Code, as amended to the date of the unit’s construction, and installed consistent with the regulations made pursuant thereto relating to ground level installation and ground anchors.
MOBILE HOME. A movable or portable housing structure larger than 40 feet in body length, 8 feet in width, or 11 feet in overall height, designed to be occupied by no more than 1 family for living and sleeping purposes, but does not include structures built to the standards of any municipal building code and other technical codes.
MOTOR HOME. A camping body built on a self-propelled motor vehicle chassis so designed that seating for driver and passengers is within the body itself.
RECREATIONAL TRAVEL TRAILER. A camping body which exceeds neither 8 feet in width nor 40 feet in length, when equipped for the road, mounted on a chassis or frame with wheels, and designed to be drawn by another vehicle.
RECREATIONAL VEHICLE. A vehicle which is composed of a chassis or frame with wheels, which either has its own motive power or is drawn by another vehicle, and a camping body primarily designed or converted for use as temporary living quarters for recreational, camping, or travel activities.
TRAVEL TRAILER. Any vehicle or structure 8 feet in width by 40 feet or less in length, designed to be transported for human occupancy as a dwelling unit for short periods of time and containing limited or no kitchen or bathroom facilities. Use of the units are allowed only in recreational vehicle parks and mobile home parks, except when used as temporary living quarters while a permanent residence is being constructed. TRAVEL TRAILERS may be stored on off-street property for extended periods of time, while use for guests is not prohibited on an intermittent basis, the use as living quarters for continued periods of time beyond 30 days, in any 1-year time period, shall not be permitted. Any TRAVEL TRAILER converted solely for the use as a vending unit on a temporary basis shall be permitted upon approval of the City Manager for times set by the City Manager in writing.
TRUCK CAMPER. A camping body designed to be loaded onto or fixed to the bed or chassis of a truck. This camping body, when combined with a truck or truck cab and chassis, even though not permanently attached thereto, becomes a part of the motor vehicle and a recreational unit known as a TRUCK CAMPER. There are 3 general types of TRUCK CAMPERS.
(a) SLIDE-IN CAMPER. A camping body designed to be loaded onto and unloaded from the bed of a pickup truck.
(b) CHASSIS-MOUNT CAMPER. A camping body designed to be affixed to a truck cab and chassis.
(c) PICKUP COVER or CAMPER SHELL. A camping body designed to provide an all- weather protective enclosure over the bed of a pickup truck and to be affixed thereto.
(B) Restrictions; prohibitions; exceptions.
(1) Under no circumstance shall it be permitted to reside in a camping trailer, motor home, recreational travel trailer, recreational vehicle, travel trailer, truck camper, slide-in camper, chassis- mount camper, pick-up cover or camper shell, or other motorized vehicle on city-owned property.
(2) Without the City Manager’s written consent, it shall be unlawful to connect camping trailer, motor home, recreational travel trailer, recreational vehicle, travel trailer, truck camper, slide-in camper, chassis-mount camper, pick-up cover or camper shell, or other motorized vehicle to city-owned utilities.
(3) Parking of unoccupied recreational travel trailers, recreational vehicles, travel trailers, camping trailers, and motor homes on the streets and public areas of the city for periods longer than 14 days is forbidden.
(4) The parking of unoccupied truck campers on the streets of the city is permitted.
(C) Application for extension of time. Any person desiring to park an unoccupied recreational travel trailer, a recreational vehicle, a travel trailer, a camping trailer, or a motor home on the streets and public areas of the city for a period exceeding 14 days may apply to the Manager of the city for an extension of time, not to exceed 30 days in total, during which the above-described vehicles may be parked on city streets.
(D) Provisions to apply to residents and nonresidents. The prohibition described herein shall apply equally to residents owning a recreational travel trailer, a recreational vehicle, a travel trailer, a camping trailer, or a motor home, and to nonresidents visiting the city or traveling through the city.
(E) Parking unoccupied truck campers on streets permitted. Nothing contained herein shall be construed to prohibit the parking of truck campers on the streets of the city.
