§ 53.043 ASSESSMENT LIEN FOR UNPAID CHARGES; NOTICE; INTEREST.
   (A)   In accordance with NMSA § 3-36-1, the city is hereby declared to have a lien for unpaid water or sewage charges, as provided herein, against the premises served.
   (B)   The notice of lien hereunder shall be attested in the name of the City Clerk/Treasurer under the seal of the municipality, and shall include:
      (1)   The number of this ordinance;
      (2)   The fact that a lien is established;
      (3)   The general purpose of the lien;
      (4)   The name of the owner of the property against which the lien is established, as determined from the records of the County Assessor;
      (5)   A description of the property against which the lien is established;
      (6)   The amount of the lien; and
      (7)   If the lien is for more than 1 period of time, the dates for which the lien is established.
   (C)   The principal amount of any lien created hereunder shall bear interest at the rate of 12% per year, from the date of filing the notice of lien.
