§ 53.042 SERVICE CONNECTION INSTALLATIONS AND REPAIRS.
   All service pipes from the meter to the premises served shall be installed by, and at the cost of, the owner of the property to be served or the applicant for the service, and shall be installed in conformance with the State Plumbing Code adopted by the city. All repairs for service pipes and plumbing systems of buildings shall be made by and at the expense of the owners of the premises served. Installation and repair of meters and lines from the water mains to the meters shall be made by the city. In case of emergency, the city may repair service pipes beyond the meter, and the cost of the repair work shall be repaid to the city by the owner of the premises served.
