(A) The City Commission ordinarily determines the method of assessment for those properties on a street or an alley on a front-foot basis.
(B) Where, however, the City Commission determines that it is necessary in certain areas of the community to assess property by other methods and means, the following method, subject to adoption of resolution, shall be used.
(C) If a plat or subdivision exists, the assessment shall be based on the size of the area platted according to lot, portion of acre or acre which the plat shows, or according to acreage or square footage served, or available to be served, by the improvement so designated.
