Improvement projects in the city can be initiated in any 1 of the following 3 methods:
(A) At the request of the persons owning the property to be served;
(B) By the findings of the City Commission that the improvement is in the best interests of the city; or
(C) Pursuant to the requirement of any federal or state law as to the necessity to maintain and improve systems for the benefit of the entire community and provide for the safety, health, and well- being of its residents.
