§ 33.18 RECRUITMENT.
   (A)   The city strives to select and recruit the best qualified persons for all positions in an open and competitive manner and to ensure equal employment opportunity for all applicants and employees.
   (B)   Written public notice shall be given at least 5 working days prior to the final filing date for nontemporary appointments to assure adequate opportunity for the public to apply and to be considered for employment on the basis of abilities and potential. Public announcement shall specify the job title, minimum qualifications, method of examination, that the city is an equal opportunity employer, the final filing date on which applications will be received, and any other information deemed necessary.
   (C)   Whenever filling a classified position, the department head will notify the City Manager of the position to be filled. Within 5 days of receipt of the request, the City Manager will post the opening by transmitting an announcement to all departments and displaying an announcement in public areas of the city offices. At the same time that the positions are posted within the city, entry-level positions will be posted with external sources (local newspapers). Positions above the entry-level will not be advertised until the completion of the initial in-house posting, unless the nature of the position requires recruitment from outside sources as determined by the City Manager. In that event, internal and external posting will begin simultaneously. The initial in-house posting will be effective for 5 working days. The City Manager may approve a posting to exceed 5 days and may rescind a posting. In-house posting is waived, with the approval of the City Manager, when an applicant is authorized to perform the duties of a position on a temporary basis when the anticipated term of employment does not exceed 6 months, or when a current employee assumes the duties of a higher classification on a temporary basis.
   (D)   All persons seeking employment in the classified service must complete an official application form as prescribed by the City Manager. The application shall be considered an integral part of the examining process and will require the information deemed appropriate by the City Manager. An applicant shall submit documented proof of the possession of any license, certificate, degree, or any other qualification stated on the application form. All applications shall be signed, and the truth of all statements contained thereon certified by the signature.
