(A) Funds for necessary expenses and functions of the Office of Emergency Management, including salaries for approved paid positions, shall be made available through appropriations by the Municipal Council in accordance with NMSA § 12-10-7, as amended.
(B) The Coordinator shall prepare and submit to the Council an annual proposed budget for emergency management expenditures and functions and shall indicate therein those amounts eligible for matching funds under the Federal Civil Preparedness Assistance Program.
(C) Emergency management funds may be obligated by the Coordinator only in the amounts appropriated and for the purposes authorized by the Municipal Council.
