§ 32.57 COORDINATOR.
   (A)   The Emergency Management Coordinator shall be the executive head of the Office of Emergency Management and shall be responsible to the City Manager for the organization, administration, and operation of the Office of Emergency Management staff and program of the Municipality of Raton. The Coordinator shall, acting for the City Manager, coordinate the emergency management activities of all municipal departments and agencies and nongovernmental agencies, and shall maintain liaison with and cooperate with the civil preparedness agencies of the federal government, the State of New Mexico, and the other political subdivisions therein.
   (B)   The Coordinator shall have all necessary authority to act for the government of the Municipality of Raton in all matters pertaining to civil preparedness, including the obligation of the municipal funds and state funds made available and as may be appropriated for civil preparedness purposes. The Coordinator shall develop an organizational structure for the department, subject to the approval of the Municipal Council, and is authorized to make appointments to fill the positions established therein.
