The Fifth Commissioner District shall include all that part of the city embraced within the following described limits, to-wit: Beginning at the center line of the old Santa Fe, Raton and Eastern Railway Company and easterly to the city limits as now, or as may hereafter be, established; thence southerly along the easterly side of the Atchison, Topeka & Santa Fe Railway Company right-of-way to the southerly limits of the city as now, or as may hereafter be, established, and to include all territory within the city limits between the east and westerly line of the limits as now, or as may hereafter be, established.
