The Fourth Commissioner District shall include all that part of the city embraced within the following described limits, to-wit: All that portion of the city lying south of the center line of Chicorico Avenue and east of the center line of the Atchison, Topeka & Santa Fe Railway Company’s right-of-way and north of the center line of the Santa Fe, Raton and Eastern Railway Company’s right-of-way.
