§ 30.56 CITY CLERK AND CITY TREASURER.
   (A)   Offices; bond required
      (1)   There shall be the offices of City Clerk and City Treasurer;
      (2)   The amount of the bond of the person holding the office shall be the amount of the bond required by law.
   (B)   Clerk duties; generally. The City Clerk shall:
      (1)   Keep in custody all minutes, ordinances and resolutions approved by the City Commission;
      (2)   Attend all meetings of the City Commission;
      (3)   Record all proceedings, ordinances and resolutions of the City Commission; and
      (4)   Upon request, furnish copies of municipal records. The Clerk may charge a reasonable fee for the cost of furnishing copies of municipal records.
   (C)   Treasurer duties; generally.
      (1)   The City Treasurer shall be the Finance Officer for the city unless another officer is directed by ordinance to be the Finance Officer. The Finance Officer shall:
         (a)   Receive all money belonging to the City Commission;
         (b)   Keep his or her accounts and records in the manner prescribed by the City Commission;
         (c)   Keep the money of the city separate from any other money in his or her possession;
         (d)   Expend the money only as directed by the City Commission;
         (e)   Submit monthly, or oftener if required by the City Commission, a report of the receipts and expenditures of the city; and
         (f)   Prepare annually, at the close of the fiscal year, a financial report showing the receipts, expenditures and balances for each fund. A copy of the financial report shall be filed in the office of the Treasurer as a public document.
      (2)   The records of the Finance Officer shall be open to inspection by any citizen during the regular business hours of the city.
   (D)   Treasurer; absence or vacancies.
      (1)   In the absence of, or if a vacancy occurs in the office of the Treasurer, the Clerk shall perform the duties of the Treasurer, until the Treasurer either returns, or is replaced, and the bond posted shall be transferred to the person performing the duties of Treasurer.
      (2)   Wherever the term “City Clerk/Treasurer” is used, in the Code of Ordinances, it shall be amended to reflect the appropriate officer who is designated to perform those duties (i.e. either Clerk or Treasurer).
