§ 30.23 CITY COMMISSION MEETINGS.
   (A)   Regular meetings.
      (1)   The City Commission shall meet at least twice each month. Meetings shall be open to the public and the official records of the meetings shall be open to inspection at all times. The meetings shall be held pursuant to the requirements of the State Open Meetings Act, NMSA §§ 10-15-1 et seq.
      (2)   The regular meetings of the City Commission shall be held on the second and fourth Tuesdays in each month.

   (B)   Special meetings. The Mayor or any 2 members of the City Commission are hereby authorized to call special meetings of the City Commission for the transaction of all corporate business when in their judgment special meetings shall be deemed necessary. Whenever a special meeting of the City Commission is deemed necessary, a written notice of the time and place of the special meeting shall be given to each and every member of the City Commission, and to radio station K.R.T.N. and the Raton Range newspaper. The notice shall be served at least 24 hours previous to the time at which the special meeting shall be called to meet, and the notice may be served by leaving a copy thereof at the usual place of residence of every member of the City Commission and at the place of business of K.R.T.N. and the Raton Range, with some suitable person there residing or working.
