(A) Every taxicab shall be operated in accordance with the laws of this state and the ordinances of the town and with due regard to the safety, comfort and convenience of the passengers, and for the safe and careful transportation of property, and for the safety of the general public.
(B) No taxicab shall be operated at a rate of speed greater than that established by state laws, or by ordinances of the town, nor in any event without proper regard for the traffic, surface and width of the street, and the hazard at intersections and any other conditions then existing, nor in a manner or condition as to endanger or to be likely to endanger the safety of passengers, pedestrians, vehicles, or the person and property of others.
