It shall be unlawful for any person to drive, operate, or use any two-wheel or any three-wheel vehicle which is propelled by the use of any engine or motor of any kind on any sidewalk, public playground, or any right-of-way or public areas owned and maintained by the town, at any time while the engine or motor is in operation; provided, however, that this chapter shall not apply to properly licensed motor vehicles moving upon the normally traveled portion of a public street or highway.
