No person shall park or occupy any trailer house on the premises of any occupied dwelling or on any lot or parcel of land which is not a part of the premises of any dwelling, either of which is situated outside the boundaries of an existing trailer camp, except upon the written approval of the Board of Health and the Commissioner of the Water Department. No person shall locate a trailer camp within one block of a church or other public building.
