§ 51.03 CONSUMER APPLICATION.
   Every person or persons desiring a supply of water must make written application therefor to the City Clerk who shall then forward the application to the Water Commissioner. Water may not be supplied to any house or private service pipe except upon the written order of the Water Commissioner.
