When a vacancy occurs, if more than 28 months remain in the term and the vacancy occurs not less than 130 days before the next consolidated election, the office shall be filled for the unexpired portion of the term by special election at the consolidated election. During the period from the time that the vacancy occurs until the next election of Trustees, the vacancy may be filled by the appointment of a Trustee by the Mayor and the remaining Trustees voting jointly.
