No person or legal entity shall engage in the business of selling at retail cigarettes or tobacco in any form without having obtained a license therefor. Licenses shall be available from the Village Clerk at the time the annual license fee is paid. The license shall be exhibited at each location in a visible place on the machine or within the business.
