(A) The village shall approve all plans and specifications for any extensions.
(B) Before any extensions are installed, the plans and specifications shall be reviewed and approved by the Public Works Superintendent.
(C) (1) Ownership, rights-of-way and title shall be conveyed to the village for all extensions installed by anyone other than the village.
(2) The village will maintain the mains after they have been inspected and approved by the Public Works Superintendent.
(D) No extension will be permitted if, in the opinion of the Public Works Superintendent, the system does not have the necessary capacity to serve the proposed extension.
(E) All legal and engineering fees associated with the extension and charged to the village shall be paid by the developer, unless otherwise provided.
