(A) Location. Licenses shall only be granted for the sale of raffle chances in locations set forth in the application and which are within the borders of the city. The license fee shall be $10.
(B) Authorized applicant. Licenses shall be issued only to bona fide religious, charitable, labor, business, fraternal, educational or veteran’s organizations that operate without profit to their members and which have been in existence continuously for a period of five years immediately before making application for a license and which have had during that entire 5-year period a bona fide membership engaged in carrying out their objects or to non-profit fund raising organization that the licensing authority determines is organized for the purpose of providing financial assistance to an identified individual or group of individuals suffering extreme financial hardship as the result of an illness, disability, accident or disaster.
(C) Duration. Licenses shall permit the applicant to issue or sell raffle chances only for those dates set forth in the application but in no event to exceed 60 days during which chances may be issued or sold.
