(A) Generally. The withdrawal of liquids from tank cars through bottom outlets shall not be permitted. Tank cars shall be unloaded through dome (manhole) only. Pumps required to accomplish this shall be of adequate type and securely installed.
(B) Exception. Fuel oils may be unloaded by gravity.
(C) Use of compressed air. The use of compressed air to discharge contents of tank cars is prohibited, but this shall not be construed to prevent the use of a standard system employing an inert gas, such as carbon dioxide or nitrogen, as pressure generating medium for this purpose.
