No person, firm or corporation shall construct a driveway across any sidewalk in the city without having obtained a permit therefore. Applications for permits shall be made to the Director of Utilities and Engineering and shall be accompanied by the fee required. No permit for the construction of a driveway for commercial use, or the habitual use of any other than the owner or occupant of the premises served shall be issued except upon order of the Council. No permit for the construction of a driveway leading into or from a state or federal highway shall be issued unless the applicant shall have first obtained a permit therefore as necessary from the state.
