The City Council may by motion duly passed, provide for a separate collection of certain designated yard waste including leaves and grass clippings. The wastes shall be packaged in plastic garbage bags marked in a designated manner to distinguish the wastes from normal household garbage. Yard wastes shall be placed at the curb for collection on designated days.
