§ 50.41 OWNERSHIP OF RECYCLING MATERIALS.
   Upon placement of recycling materials in the drop off site containers, the recycling materials shall become the property of the city. It shall be unlawful for any person, firm or corporation not authorized by the city to collect or vandalize, or to cause to be collected or vandalized any city owned recycling materials.
