The Commission hereby created shall consist of 14 voting members to be appointed by the Mayor, with the advice and consent of the City Council. Of the 14, one member shall be a member of the City Council. Additionally, one member shall be a Department of Planning and Development Staff ex-officio non-voting member, for a total of 15 members. All Commission members shall be appointed for terms of two years or until their successors are duly appointed and qualified; provided, however, that of the initial members, seven shall be appointed for three years, and seven for two years. Commission members shall serve without compensation, except, however, they shall be entitled to reimbursement for actual out-of-pocket expenditures incurred in connection with the duly authorized business of the Commission. This provision shall not be construed to prevent members of the City Council from receiving their usual compensations as such. The membership shall elect one member to be the Chair and one member to be the Secretary of the Commission. The Chair shall select a Vice Chair. These executive board members shall each serve two year terms with elections held biannually thereafter.
