The Commission shall have the powers and duties to make recommendations to the City Council in the following areas:
(A) To review and align public art priorities with the Quincy Next Strategic Plan, and to make recommendations;
(B) To promote relationships with all interested parties, including staff, community partners, boards and commissions, civic leaders, businesses and public and private institutions to facilitate public art implementation;
(C) To seek public and private input on potential public art projects;
(D) To seek public funds including any grants or loans from the United States government or State of Illinois;
(E) To seek private donations, including in-kind donations, for conducting studies, planning and for the implementation of public art projects;
(F) To recommend agreements with public or private agencies or persons in connection with the implementation of public art projects;
(G) To review and approve proposals for public art projects;
(H) To hire and manage artists, volunteers, and other potential paid individuals to complete and maintain public art projects;
(I) To organize and manage communication of all parties of public art projects including artists, property owners, partners and with the City of Quincy;
(J) To provide marketing and public relations support and coordinate public art-related events;
(K) To develop maintenance plans for each project;
(L) To report progress of public art implementation to the city, respective boards, and the general public.
