The Commission hereby created shall consist of 14 members of which 13 shall have the power to voted. Members shall be appointed by the Mayor, with the advice and consent of the City Council. One member shall be the Mayor or a city official designated by the Mayor. Two members shall be members of the City Council. Eight members, to be known as “community partner members,” shall represent the Quincy Art Center, Arts Quincy, Quincy Area Convention and Visitor Bureau, Quincy Park District, The District, the Quincy Area Chamber of Commerce, Great River Economic Development Foundation, and Adams County. The remaining two members, to be known as “at-large members,” shall represent the professional arts community and business community. Additionally, one member shall be a Department of Planning and Development staff ex-officio non-voting member. All Commission members shall be appointed for terms of three years or until their successors are duly appointed and qualified. The membership shall elect one member to be the Chairperson and one member to be the Secretary of the Commission.
